Hi. The situation is-

Two separate condominium developments side by side. We want to let our neighbours park in our guest spots while their roofs are being done.
Instead of having individual owners sign each one (more paperwork) can the HOA sign a "global" one that covers anyone from their condo development.

Anyone have a WAIVER AND PARKING HOLD HARMLESS FORM?

Do you require the guests of your homeowners to sign waivers before parking in the common areas? You have insurance, the situation is temporary, and the hold harmless agreement do not apply to gross negligence.

An HOA doesn’t have power of attorney for any homeowners and cannot authorize a hold harmless form that would stop an individual from bring a suit.

If your CC&R's state the board can make reasonable rules regarding parking, yes.
Even in special circumstances like this, the governing documents would allow you to
make special arrangements like this. .
