Retention pond. New to area. Charleston sc has many storms, hurricans, tornadoes etc. Since I have been here(april23), we have had 3.
There is a retention pond in back yard, not on my property, or anyone else, common area, or HOA owned.
It contains high level of E. coli, limbs, leaves small trees, grass, sticks, etc. Unf I am at the end of pond 2 large drains that are clogged. When rain comes, floods my yard with nasty stuff! Most of the folks are over sixty, and well let’s just say..they all just put up a fence!
The first flood brought to my patio large frogs and turtles, stocked, pine straw, Yuk!!!
I went to yearly HOA meetings, although the budget has 23,000 for ponds,.. they don’t mention ā€œonly the ones on golf course, and in yards of HOA membersā€!
I researched retention ponds, they are supposed to be kept up by HOA, or the county. No where does it say if the HOA does not follow the rules homeowners come out of pocket to make them handle this!

It is a health hazard, environmental hazard, and certainly safety issue!

Again most neighbors surrounding the pond, older and put up a fence, which is fine and well, but hey let’s band together and make them (HOA) pay for it!

I paid to have water tested $121.00, gave HOA the paperwork, $6000.00for entire home water filtration system installed, and put a fence only as a barrier between me and the pond!

I have gone as far as to follow the « storm water » truck threw neighborhood, and drag the dude to my house to take a look at. However as usual « pass the buck »!
And neighbors support. Not a chance, 60 plus plus, not only turn their head, but have three dogs (never walked), barking daily 7am until….
They dump their dog waste over their fence just shy of my yard, of course to contribute to more E. coli nice!

What to do???????????

If the storm water management retention pond is causing backup into your property, you need to:

1) Determine who has the responsibility of maintaining the pond.
Local EPA and governing documents can help here.

2) If the HOA is responsible, contact the board and request that they address the issue.
Have documentation (photos, etc.) to support your request.
3) If the HOA refuses, contact the local EPA for assistance
OR
3) gather support and put a board in place that will address the issue.

2) If the local municipality is responsible, use your photos and push to have the issue addressed.

It sounds like two things may need to be done:
1) clean out the drain pipes (should be checked yearly).
2) dredge the pond to allow it to hold more water (will need to be done every x years).

The retention pond behind our association is owned by the city. When there is an issue, we contact the city maintenance staff, and they will come and solve the issue.

Stop with the trying to play chemist and deal with the fact that the retention pond outlets are plugged and they need to be cleaned as they are causing flooding,
