Brain fart I think -Texas HOA Animals

Ok, sorry but getting old reallllly sucks-
I am trying to find a posting or a law for 2023-2024 time from here in Texas that is causing a ruckus with HOAs about letting property owners raise farm animals or livestock within an HOA. I remember reading it somewhere and it said that in 2024 HOA's were going to have a fit over how to address this issue. I have looked all through Texas 209 and all through the 300+ bills from 2023 and cannot for the life of my old brain find anything about it. I have Googled it, DuckDuckgo, and nothing....

Does anybody have an idea about this?

We have a property owner now who has goats on his property and our CC&Rs do not allow this we need to know if Texas has passed something that cancels out our CC&Rs

It really doesn't matter what animal control says because the covenants can be more restrictive than local animal control laws. Even if goats are allowed by the town/city/county, the association can still prohibit them.

Last time I checked me and my neighbors are not into animal control and knowing those laws. So I let animal control handle animal issues like I let police handle the crime.
