Can HOA’s get wildfire coverage under the CA Fair Plan for property other than buildings or structures?
For example, coverage for assets such as exterior lamps, signs, irrigation systems, equipment used for maintaining property?

Do an internet search for CA Fair Plan wildfire insurance for commercial property and you will get some sites that may give you an answer.

The links I was trying to check did not open right away for me. Hopefully, they will for you.

HOAs are typically covered by commercial insurance policies.

From what I'm reading it's to provide fire coverage providing you can't obtain it from traditional insurance companies.
