Unless your governing documents specify otherwise - YES.

However, check the terms of the contract first.
Cancel too early and you may still have to pay the company for the whole year (regardless if they provide service or not).

If it is a TPC 209 HOA, it appears to me that this is not a topic the board is required to discuss/vote on solely in an open meeting.

By this: "No public board meeting with homeowners," you mean an open (to owners) board meeting where the Board votes to approve the contract, right?

In CA, as in TX, the Board may interview firms reps, discuss them, and and vote on a decision about which to hire in executive session, i.e., closed meetings. I don't think it's unusual at all. My HOA's Board long ago made a policy that the decision to approve such a contract would be voted on at an open Board meeting. This is for transparency and openness reasons, but is not required.

Why would a board need to have a meeting with the homeowners to hire a new contractor?

I reread the title. You were asking about a board meeting.

My response was talking about a general membership meeting.

The board needs to pass a motion to change management companies.
This could be done at a meeting of the board.
This could be done as an action without meeting (expecting applicable statutes allow AWMs)

I think Tom is asking if the vote to change MCs must be made at an open meeting of the Board. Apparently not in Texas. I know not in Calif., there the decision can be made in a closed or executive session of the board.

in NC they can. Boards only have to invite residents to board meetings at regular intervals. so a board could meet 4 timems a year, but only invitie homeowners to attend for one
