Hi Everyone,

Has anyone had to deal with residents taking up visitor parking?

Unfortunately, in our community we have had a few residents take up visitor parking as a personal spot

We have a small community where some home have 2 garages and some have 1 garage.
You can also fit 3 vehicles in the front of your home. Two in front driveway and 1 parallel

Over the last couple of months some residents now have 5 cars ( We assume they are subleasing)

There are no rules for the amount of vehicles per unit
This is what our rules and regulations state
"Owners automobiles shall be parked in assigned parking areas"

During our last annual meeting this was a main concern brought up by the residents.

The MC suggested we set up a decal system and hire a parking enforcement company.

1. We are working in updating our Rules
2. if anyone has any recommendations on how to tackle this issue please do share

*We don't have additional space to create more parking areas.

If your CC&R's have a clause that the BOD can create reasonable rules and restrictions pertaining to parking
then you should be in the clear. Follow state and local laws, you should be fine.
There should be no worries about limiting the number of cars any owner or their tenant can have "validation stickers"
if you choose stickers, Be forewarned that some people do not want to put stickers on their car that identify where they live.
Have some sort of backup plan like an easy-hang placard that hangs from the rearview mirror and can be easily stowed for safekeeping.

Look for a parking enforcement company that can access your database or vice versa of registered plates, some companies use plate readers to see if a
plate is registered. Have a Visitor pass system that only allows X number of visitors so guest parking is not compromised.

Because of the enforcement issue, we let visitor parking be a first come, first serve ordeal.

If you want to limit parking in visitor spaces for just visitors, your PM has the right idea. However, that can also cause issues if an owner wants to move their vehicle to the visitor parking so guests or workers can park closer to their property.

My suggestion (expecting the parking lot is common area):

1) Adopt a rule that overnight parking (define the hours) of vehicles in designated (meaning plainly marked) visitor spaces is not allowed without obtaining a visitor pass from the Association. Vehicles parked in visitor spaces overnight that do not display a visitor pass are subject to towing at their expense (towing requires specific signage that varies by municipality - check on it).

2) Establish a mirror hanger pass that is dated (similar to handicap passes).

3) Establish an agreement with a towing company.

As posted when you brought this subject up before, the board can decide to use warnings or simply to tow with no warning.

We also have a towing company that tows away cars without permits. Because there is a city street that runs through the community, we haven't had to resort to banning overnight parking in the visitor spots. Although it's something we might need to consider in a few areas for the same reason.

Make sure you tell your homeowners what's going on and why the board is taking these steps. They knew the parking situation when they moved in, so they shoukd have planned accordingly. That may mean playing musical chairs with their assigned space, driveway, or whatever's available.

It's annoying, but many HOAS were built at a time when people didn't have three or four car households and or monster sized trucks and SUVs that can create blind spots for traffic if parked the wrong way. Developers usually don't plan for ample parking anyway because the money is made on selling houses which take up more room.

I'm curious too. How many homes and how many visitor parking spaces? IF VP spaces are all full, where do visitors (or residents) park?

We have 30 homes and 11 visitor parking spots.

Basically right now its first come first serve with the visitor parking.
Whichever residents can snag one before the end of the day gets to keep it overnight,
