We don't allow overnight street parking or in the clubhouse lots. However, our PM doesn't work nights or weekends and consequently we don't have anyone who is willing to step up and monitor the situation. People know this and it has been getting out of hand. There is a valid reason for no parking on the streets - we have extremely narrow, privately owned streets (the developer got a special exception) and it's very difficult for emergency vehicles to get through if they need to.
In the past, one board had the local towing company regularly patrolling after midnight and they almost got voted out of office because of it. We are looking at putting up the towing signs and signing a contract to allow towing, but not have any patrolling - only towing after warnings and when necessary. If we don't have the signs, we can't legally tow anyone.
I think the warning letters on the car would make a huge difference. If they ignore the warnings, then they should be subject to towing.
I have wondered if a ban on overnight parking is the simplest. I hadn't thought about hiring tow companies. I think there would be outrage if we did that. OTOH, maybe warnings and fines, but if there are a few people who continue to use the street as their personal parking lot, perhaps once or twice a year let the tow company after the repeat offenders.
