Just about anything else adds a restriction to voters and so per case law, might not be lawful.
That was my thought. If someone has a fistful of proxies we might consider contacting a random sample. But that would obviously delay publishing the results.
I'm asking because our budget ratification meeting is tomorrow night, and when we sent the meeting announcement no ballots were included. This year assessments are increasing nearly 30% (transition is occurring) and I have heard some people are going door-to-door getting signatures to reject the budget. At the advice of the PMC that will be taking over in January, I intend to be liberal in accepting the validity of proxies (petition, written on a napkin, etc.) but I do want to make sure the names are all legitimate.
Of course, this is only a concern if the votes against exceed the threshold required, which is doubtful. I just want to be prepared for all scenarios.
