If you are asking a questions about who should clean the gutters, more info is needed.
Melissa asked for that info, who is responsible to replace/repair/maintain the gutters.

If you are asking what product would be good to keep the pine needles out of the gutters, a different forum would be able to provide a better answer.
Suggest doing an internet search for gutter guard forums.

Are you living in a condo community or an HOA?

The association's responsibility depends on what your governing documents say about the gutters.

In a condo community, the roof gutters are almost always considered common elements and the association's responsibility to maintain and clean out. This may or may not be true in a townhouse community as well. In an HOA with detached homes, homeowners are nearly always responsible for maintaining their own roofs and gutters.

As far as gutter guards are concerned, I've heard some reports that they can increase the risk of ice damming, which can be an issue in areas with cold winters. I have no personal experience with this.
