Are you sure this isn't referring to regular assessments- read that passage again and look at your documents to see what it says. Even if state law allows you to authorize a special assessment this way, I still think it's a bad idea.

It's one thing to increase regular assessments up to a certain level without a homeowner vote (and that should also be in your documents specifying the maximum percentage). A special assessment is on top of the regular assessments and should be rare. You can use them for a major project, but there should have been some dirt of buy in from the homeowners. Otherwise, They're usually necessary if major repairs to the common area is necessary and there isn't enough money in the operating budget and reserves.

What is going on in your community? Is this something people really want, but don't realize there isn't enough money at this time to do it without a special assessment? Have you spoken to the board about your concerns ? If so, what was the response? If not, why not?

All reserve fund planning rests on the assumption that saving will be done gradually, in advance,to spread the costs of infrastructure and amenity replacement/maintenance as equally as possible over all owners over all time.

I say that if CT allows for a Special Assessment of 15% without owner approval, then where it goes to (Reserves) is nt an issues.
