The gov docs say: The presence at the meeting of members entitled o cast, or of proxies entitled to cast one- tenth of the votes of each class o membership shall constitute a quorum for any action.

How many would make a quorum. This is unclear. There are 15 units, does this mean two people?

Keep in mind that a quorum is the minimum amount to hold a meeting.

The number required to approve various things would be in your governing documents.
Thinks like 2/3 of the members or majority of votes cast are common.

If there is only one class, and each unit has exactly one vote, then two units represented at a meeting of the members is a quorum. Under these conditions (one class, each unit having one vote), a person owning two units who appears at the meeting will constitute a quorum.

If either there is more than one class, or each unit does not have exactly one vote, then the answer depends.

If this is a condominium, check the declaration to see what the percentage interest is for each unit. This is usually the percentage vote the unit gets as well.

If any of the above does not make sense, ask questions.

Not necessarily. In my community each unit has one vote, regardless of the percentage of ownership. This seems to be the norm around here.

So OP needs to read their CC&Rs carefully.
