I know there are some companies that HOAs can pay to go around the community to pick up the crap and others have posted bags so people can do it themselves, but here's a link to a town in France that takes this to another level.

Taking this to HOA level - what if a community required the genetic testing for eveyone who has a dog (or cat) to settle the issue over whose dog(s) are causing all the issues in the common area?

I think some communities in this country have also gone the DNA testing route.

Dog "doings" are always a topic of interest. The founding partner of the law firm we used once commented that he got together with members of his law school class every year around the holidays, and without fail at some point in the evening someone would yell across the room "hey, Kaman, you got any new dog poop stories for us?"

I suspect that if dog owners would keep their dogs' poop on their own property, this wouldn't be such a hot button issue. But they don't for some reason. Odd, that... /s
