CAN A PERSON WHO HAS A POWER OF ATTORNEY FROM THE LOT OWNER TO REPRESENT THEM IN ALL MATTERS RELATING TO THE HOMEOWNERS ASSOC. FILE A PRESUIT MEDIATION REQUEST ON THEIR BEHALF TO THE HOMEOWNERS ASSOC IN THE STATE OF Florida?

As long as the POA paperwork is clear that the person with the POA can represent the lot owner in all matters relating to the HOA, IMO yes, the POA can lawfully file a presuit mediation request, with said request being pursuant to FS 720.311.

The HOA can and should ask for a copy of the POA paperwork.
