Can the board approve a 85,000 dollar expenditure without homeowners okay

What do your Association's bylaws or covenants say about that? It probably depends on your annual budget. What does FL legislation say about that?

Is this an expenditure from reserves where something in your reserve study will be replaced or repaired? If so, and not a major upgrade, your board has the authority to spend the funds.

Much info is needed to help.
