Can the board approve a 85,000 dollar expenditure without homeowners okay

Last year our Board spent $428,000 on a very large retaining wall construction without owner approval. The laws in Minnesota allow for a Board to use Replacement Reserve money without owner approval. This year we are spending some more money on small walls, driveway sealcoating, crack fill our streets and finally chip seal the streets for about $100,000. No special assessment.
