If the roof is maintained by the HOA, then the HOA would do the cleaning and I usually will have the roofers do it annually, prior to the rain season.

I'm not Max but my response is the same and yes, when developing client budgets, funds are identified annually for some form of roof maintenance, including gutter cleaning.

Our association cleans gutters twice per year and has a line item in the budget for this cost.
