My husband is on the Board as Secretary, last evening at a community meeting I was told that I could not vote on a project because of his position.
My I understanding is that when we are voting on items in a community meeting each unit has one vote. Is my right to vote superseded by
my husbands position? If it helps we live in Washington State.

It is typical one vote per owner. Whomever is on the title is considered the member. Your husband being on the board doesn't give him or your a "double vote". He votes as a board member when it's a board decision. When it is a general owner vote (like elections) then only 1 vote for the candidate.

Many married couples if both are on the title/deed, they will choose which one will run for the board. My friends would switch out every year to be on the board.
