Can an HOA board take any HOA action prior to having an organizational meeting to establish roles and responsibilites?

Yes, they can. The voting is done by the elected directors, not the officers of the corporation.

Yes. It is the board of directors that "takes action," i.e., votes on topics.

Yes. However, stick to the items on the agenda. On our agendas, we appoint the officers first, then handle any business on the agenda. The appointment of officers is listed first on the organizational board meeting agenda.
