I live in Florida. I remember reading that in order to establish a new "club" in our development that only 10 signatures were needed. The new club would be entitled to all support of HOA & Board members. I am being told that the Board has the power to allow or not allow a formation of a new club. Can anyone clarify the rules of forming a club? TIA

That would be in your documents if they are allowed or not. My personal opinion I would never have a funded club in my HOA by HOA funds. However, I know several Florida HOA/COA's do have certain social clubs. A HOA typically would form a committee over a club. It would be up to your specific HOA if they want or need a club. Plus if they want the HOA funds to be involved in funding it.

I'm not aware of any such Florida law, is it in your governing documents (bylaws, CCRs, etc.)? What kind of support would the proposed club expect from the association? I would agree that the board has the power to decide what association resources are allocated to any club.

I am under the impression that there is something specific about procedures for starting a new club

Melissa and Douglas are 100% correct that any such procedures would be in your HOA's governing documents. If you do not know what "governing documents" are, then please ask.

Anyone is free to start any kind of club they want. I don't think there is any Florida law that says the association is required to provide any resources (money, clubhouse use, etc.), support, or recognition to such a club.

What support or resources would you want from the association for one of these clubs?

The way I see it the HOA has no legal authority over any Club that owners choose to open or start. I would compare it to the FB groups that are in almost every HOA in this country. The HOA in most cases does not sponsor or have any control over this type of group.

If you are asking for the HOA to support in a financial way your idea it would need to be labeled a committee and then the board would usually have a hand in how it is run and also possibly a board member acting as a Leason. This person would report back to the board as needed.

The only reason I could think of would be if it required regular use of a club house or common room.
