Our homes adjoin a church parking lot and playground, and sometimes when church is not in session, other people use the lot for loud partying, drag races, and possibly drug dealing. The police have been called a couple of times by our homeowners. Our HOA has written the church a letter of concern. The church does not want to sign a waiver to allow the police to patrol the lot because the church does not want to post the required "no trespassing" signs and therefore appear unwelcoming. The church has some security cameras but no one monitors them. We want peace in the neighborhood, and the church wants to keep the area open to visitors, just not the unruly, destructive ones. Do you have thoughts? Thank you.

You imagine if Jesus put out a "No trespassing" sign out? That is what your wanting the church to do per them. Plus I do not think a no trespassing sign has as much weight as you think it does. Most states they mean little to nothing.

The church may put up " private property" signs. Which once someone has an accident insurance will not cover them.

Otherwise, not much can do but call the police to monitor for illegal activity. Loud music is not one until after 10 PM in some areas.

Your trying to enforce the HOA will onto the church and they have the stronger will ..

In the last dozen years for situations like this, I have realized that the days of police being (what was once called) "pro-active" are gone. I am not sure if it's the declining numbers of police; the police having to put resources into only the most serious situations; the police's fear of being accused of harassment and/or civil rights violations; or something else.

I think you folks in the HOA should call the police when either you actually see something illegal or when the noise might qualify as a nuisance. But do not cry wolf (a.k.a. a false police report). Never say to the police that you are worried such-and-such activity will elevate to something worse. Such assertions by complainants will hurt the cause here. You all have to wait for something concrete, for which the police have real authority to act, before complaining

Otherwise I figure: It's the church's property. It's their rules. If things are really that bad, the church may finally complain to the police, and any hooligans involved may very well ultimately pay the piper.

Well Melissa, the church I go to puts up the required private property no trespassing sign as required by Nevada law. Church officials also ask that if we encounter beggars and panhandlers i.e, crackheads that we need to notify
parish staff. They offer the beggars and panhandlers social services through Catholic Charities which they always decline. The crackheads know this and they stay away.

Churches want to be welcoming, unfortunately people with ill intentions will take gross advantage of that generosity until something bad happens.
Perhaps church officials by you should install locking gates, swing arms so people can't drive on the property "after hours" It is unfortunate that our world
has come to this.

Rolling my eyes over possible drug dealing. no evidence right?

Don't go there. if you don't have proof of something then it just makes you sound like a karen.
