No the president typically runs the meeting. He's a member of the hoa technically

See your Bylaws and read about meetings of the members. Usually these are the annual meetings when directors are elected. These meeting are generally presided over by the board president. But owners present may make a motion to, for example, close the balloting

After the ballots are counted and the directors are elected, the new board elects officers. Owners usually do not elect officers

The HOA President runs the meetings in SC unless your documents state otherwise.

Typically in SC the BOD elects its own officers. Typically this is done in the first BOD Meeting after the Annual Meeting where elections are held. The first meeting might be directly after the Annual Meeting or at the next scheduled BOD Meeting.

I know of no way for a members Special Meeting to be called to elect BOD Officers.
