It can, depending on the language set forth on amending the Bylaws. It is usally one of the last pages.

People will respond based on their experience with Bylaws.
This experience could be vast or limited.

Regardless of one's experience level, the answer (as pointed out) to your question will be in your association bylaws.

As time pointed out your specific comment, e.g., bylaws, CC&Rs will say how to amend them usually near the end. You must read them. No. one here knows what's in your documents.

"policies, though, might be matters that the board alone can make and amend. If these policies are "resolutions," or "board decisions,"usually the Board may amended them.
