Our CC&Rs / by-laws require two signatures on contacts. What are others thoughts about this?

I think it's fine when other Board members are willing to carry out the actions of Board decisions. I find it unhelpful when the second signer refuses to sign even if something was approved by the Board.

For large contracts, I don't see a problem. How large, of course, will depend on the size and scope of the project, amount of money, and perhaps a few other things.

As far as your community is concerned, do the bylaws specify if the two people need to be officers, any two board members, or the president and someone else? I would expect the president to sign the contract, but if your CCRs don't say who person #2 should be (as long as he or she is a board member), get someone else to sign it. I'd also ask this board member - in front of everyone - why he/she refuses to sign, especially if the member knew at the start he/she would be expected to co-sign on the contract. You can do this in executive session, if you suspect fireworks will erupt (and they probably will.

Perhaps specific officers need to be designated to keep this stuff from happening - the president and treasurer or president and vice president, or president and secretary, could work. If the president isn't around the vice president should be one of the signers. I prefer officers do this before you go to at large board members.

All agreements, contracts, deeds, leases, checks, and other instruments of the Association shall be executed by at least two different officers or by such other person or persons as may be designated by resolution of the Board.

No, I'm not violating them. I've always gotten two signatures. It's a pain but probably good for financial controls.

So, Michael, per your document via board resolution, state that any officer may execute contracts. Or any two officers may execute all listed in your bylaws. Or, do you think a board majority wouldn't approve either?

Note, of course, that "execute" does not mean approve. One the boozed with its votes should approve contracts.

Our bylaws only require two signatures on withdrawals from reserves of over $300.
