While jogging, I saw someone actively pumping a private septic system onto yard at a high rate, probably 30+ gallon per minute (I base that rate on its stream of gushing water looking equal to 2 or 3 garden hoses.) After doing a double take to look at it, I quickly took out my phone and briefly filmed it as well as the truck, with company name and phone, number. I thought it might be good to have evidence in case other families were harmed, or the people, who owned the septic system, did not even know the company was doing it and they had concerns later.

After I finished the 10 second filming, I, while using ear buds and listening to music at high to moderate level, heard someone, the POA president, 50+ feet away yelling, "you come here right now and tell me what you are doing" over and over. Later when I watched the video, I could hear the lady shouting "what are you doing" twice during the 10 second video.

When zooming into the video, I also noticed the person, who was conducting the pumping, was staring at something and heartily laughing . He was staring perpendicular to me, so he was not looking at me, and based on where she was, he was clearly laughing at her. Based on wearing ear buds, and hearing her, and how clear the video captured her shouts, she must have been yelling very loudly, and I guess that would explain his laughing.

Note: I was standing on a county road, while this took place, and again I was only documenting what happened in case the run-off affected others - I said nothing to no one, although I confirmed with my County sheriff's environmental enforcement that actively pumping the gray tank may technically be illegal but is someone times done in emergencies.

I am not sure if I complained. She is fairly hilarious in an entertainment sense. She has gone to Board meetings slurring her speech blurting out, " I drank too much cough syrup" when she noticed others noticed.

an alcoholic president doesnt' sound very funny to me. the last thing any HOA needs is someone with a drug issue calling the shots.

It is possible they had guests that over-used their system design. Although over the last six months, I have smelled sewage in the vicinity of this house, although it was stronger on a cross street, but it was close enough to this home that wind could have carried it to the point I smelled it. I have also smelled sewage in a opposite area of my subdivision for a few days just a month or two ago and in the middle of the subdivision, twice I saw a house pumping water onto its driveway, which ran across a public road at a high volume. It looked murky like gray-water one time and the second time, it smelled slightly of sewage.

The County requires maintenance reports. We have never missed keeping our system under a maintenance contract, so I have no experience if my County investigates people who fail to maintain their systems properly. Perhaps the County does not keep up with it, and these people are failing to maintain theirs. It is a health issue and we all us private wells, which could be contaminated by sewage, which is another reason I wanted evidence of what happened.

unless the well is less than 100' away or the sewage flows into a wells low point, or your well is not dug deep enough, there is almost 0% it will effect your water.

where I live, the stupid health department doesn't do jack to maintain sesptic tanks AND doesnt' even require risers so they can easily be pumped out.It's almost as if the government didnt give a shit, no pun intended.

Being in Texas I am surprised how involved my county gets into these matter. When I called about this incident, just asking questions as I did not report the people, the officer understood my concerns and said if I wanted to file a complaint, he would investigate. A year earlier, that department investigated when I kept seeing green pond dye in a public stream being my house, and the officers on the ground were very nice as I talked to them when they walked the creek looking for the source.
