Hello again - our management company is insisting our roofer get permits for replacing 4 roofs. This will cost us an additional $15K which we don't have - we are broke and levied an assessment to get the project done. My research shows that in California a roof permit is only required if the structural integrity of the building is being changed or impacted, which it is not. Any experts out there? Who is correct? Do we NEED a permit by law?

I know I have had to drop the hammer, but I don't want us to incur fines if we do need a permit. I ma reading conflicting info so I was asking for any expertise here.

He has done several roofs here before but said LA requires a permit for everything and we will need an engineer, inspection and the cost is $20K per roof which we don't have so I guess we need to pause the project even though it's a safety issue and ceilings are beginning to cave. We have had 16 leaks over 3 weeks of rain.

I am, finishing up a job in Rosemead that required permits. 25 buildings costing $25K.

Check with the roofers as that should have been a part of the contract. I believe the City of Los Angeles does requires permits which might also require owners to provide proof of smoke and carbon monoxide detectors.

Another aspect is who pulls the permits. You may be able to negotiate who does this. It does not have to be the contractor although that is most convenient. Here where I am at the homeowner can pull the permit for the job. Not sure if that will save some money but it may be an option to look into. If a permit is required does not always reflect which party has to pull one.
