Our HOA by-laws do not state that we must use the RONR method.

The HOA by-laws state the members vote members to the board- the board took into their own hands to start using the RONR method.

Can the board do this without the members voting.

What size IS your HOA. As explained elsewhere, the Board may vote to use Robert's Rules. As Aug points out elsewhere there are many things owners may not vote on.

Missouri corporate statutes, 355.326. only says that Directors will be elected by the membership at the annual meeting.

How those elections are ran would be in your governing documents.
If your governing documents are silent on the subject, each board may use whatever method they prefer.
