What's the best way to get this done? The majority of the units are rentals.

-- Are you on the board?

-- How many directors are there?

-- Does the association have responsibility for maintenance of the front doors?

-- Do the covenants require owners to maintain the doors in an attractive way?

-- When was the last reserve study done?

-- Did the last reserve study call for increases in the assessments?

expecting from your posting that the association is responsible for painting the outside of the unit, go get bids and, I would suggest, that the days of painting are published a lot to the residents. Spell out consequences for someone not being home or having a key to unlock/lock the unit so the painters can do their work and the paint dries.

If possible, it's best if there is a large enough crew so it can be done in one weekend.

OR

Amend the governing docs and make owners responsible for painting the outside of their doors.

Adding to Tim, make sure owners are notified of every step of this project and the it's clear to them that if their renters do any damage, blah, blah to the paint, the Owners will be billed. Let them know that if no one will let the painters open the door and they must make an extra trip, the Owner will be billed.

If your board feels now is a good time to make new rules about the doors, now is a good time to do it.

Find a local painter that is licensed, insured and bonded. Solicit at least 3 bids, present the bids to the board and vote. Don't pay 100% upfront.
