Our HOA has given itself the right to limit overnight parking on the county owned street in front of our houses.
The rule limits overnight parking. Is this legal?

I can't speak for Florida but in general HOAs can govern what homeowners and their guests do on public streets within the neighborhood. They cannot govern what others (non-homeowners and non-guests of homeowners) do on public streets.

I would think that the rule would need to be in the covenants (vs. any other document) to be enforceable.

That said, if the rule is in other documents and nobody challenges the rule (possibly through the courts), then the board will likely continue to enforce.
