My HOA is small. 20 homes. Not complicated. Some utility bills and and landscaping. We've never had a need for a "manager"....There's a lot of issues lately and our board wants to move to a PMC that costs $3000/yr.

Are there other types of services we could hire instead of an expensive full PMC? something just to handle the billings, banks, and mailings?

You could hire a bookkeeper to take over the tracking and depositing of payments.
This should free up a fair amount of time.

Others could volunteer to serve, thereby sharing the load and lessening burn out.

In addition to Tim's suggestions, consider what tge other issues are and what's most important to focus on. I suspect one or two might not be as troublesome as one or two people are making them out to be.

We are self-managed with 16 condominium units. Condominiums are definitely trickier. If you can get a good PMC, $3000 is not a lot of money. That works to $12.50 per month for each owner and can relieve a lot of headaches. A bad PMC can ruin a HOA though. Boards can get lazy and the PMC prices increase over time. There is no substitute for good board involvement.

I don't know what you are using for accounting but there are HOA accounting software on the web that makes it pretty easy to pay dues, create budgets, track expenses, send out emails to owners, generate reports, send violations, architectural committee requests.

Now if only I can find A PMC to handling RFPs, arrange annual meetings and handle the contracts with the vendors I would be really happy.

Are your assessments paid yearly, quarterly or monthly? I would get some input from the owners. get quotes from a bookkeeper and a PMC. Some PMC might want a small portfolio.
Max may know better on some bank or app that can take and track assessment payments to the HOA. Who does your taxes? would your CPA be able to take on the extra workload of
taking and applying assessments and paying the bills?
