Our current HOA Board Secretary is on vacation and will not be back until after our monthly Board meeting. The minutes to be approved, etc. were not sent out before the start of the vacation. Can we make a motion at our meeting to approve last month's minutes after the Board member returns from vacation a week after our monthly meeting? Any ideas?

You can either cancel your monthly meeting, or you can postpone your vote on meeting minutes until the next month after a copy has been distributed to the Board.

I don't see how you can approve minutes in advance without having actually distributed a copy to the Board.

Yep, simply wait and approve two sets of minutes at the following meeting.
