Our hoa is almost 30 years old. several home have damaged driveways like above photo.

Is there any economical way to get home owners to repair this mess? on one hand it clearly is a violation of keeping home in good repair, but I also know it costs thousands of $$$ to fix correctly.

do most HOA's Just ignore this? I googled this cost table below. It's not cheap to fix.

Filling minor cracks $0.10 – $0.15 per lin. ft.
Driveway resurfacing $3 – $5 per sq. ft.
Raising or leveling concrete $3 – $25 per sq. ft.
Replacing damaged concrete slabs$6 – $14 per sq. ft.
Installing rebar or wire mesh $1 – $3 per sq. ft.
New driveway installation $4 – $15 per sq. ft.
Resealing a concrete driveway $0.10 – $0.16 per sq. ft.

If driveways are the homeowner's responsibility, your board will have to decide how hard they want to enforce the "keep your home in good repair" CCR. It does make sense because you don't want stuff like selective enforcement to pop up (for some people it's selective enforcement, although it's clear their home looks a hot mess and that can reflect on the rest of the community, for better or worse).

On the other hand, we all know the longer you put off repairs, the more expensive they'll get. And where will these homeowners be if someone trips and falls on this driveway and decides to sue? It may make more financial sense to file those cracks now vs. several thousand dollars or more in medical bills and the ever popular "pain and suffering."

Since you took photos of this stuff, you could post an article in the community newsletter or website (both, if you have them) talking about (1) the CCRs mandate homes be kept in good order and this isn't it (2) maintaining driveways aren't cheap, but neither are lawsuits for slip and fall - or your OWN medical bills if you or someone in your home trips, or the car suffers some sort of damage to the wheels because it slipped into the crater in the middle of your driveway and (3) if these damage spreads to where it affects the community's common area, homeowners will be responsible for paying for those repairs because they failed or refused to take care of their property. I might add a few other photos of the really awful driveways (be sure you don't include address numbers - homeowners will likely know whose homes you're talking about anyway).

From there, send some friendly notices and give people a chance to fix the problem or at least explain why they haven't done so. You already know it's not expensive and unlike you, money may be tighter in some households, such as an older couple making a small pension and Social Security check last the month.
