In an HOA run community, do owners have more leverage than renters? Everyone says they do but property mgr on site said that they're treated equally. I think people assume owners do but the fact that mgmt said otherwise confirms my doubt, owners pay the HOA fees but I guess that's about it

There is something called "Tenant's rights". Which means that Renters/Tenants have rights that owners/landlord have to abide to. Where I live a renter can stop paying rent upwards to a year without being able to evict them. It's rare but there are situations where this can happen. This means the owner/landlord not able to evict their tenant.

All a HOA can do is hold the owner's feet to the ground for HOA violations whether they or their tenant does it. It does not necessarily equal the ability of an owner/landlord to evict their tenant. If it is not in the lease agreement (many leases do not contain this) to obey the HOA rules as grounds of eviction, not much anyone can do.

It is why I advocate NOT rental limits. I advocate HOA's having the ability for owners to write in their lease agreements all tenants must follow HOA rules or be subject to eviction for not doing so.
