Some members of the board and the Treasurer state that certain financials are not open for homeowner inspection. What statements are being provided are incomplete, i.e., the balance sheet only shows the bank account balance and does show the fixed assets or pre-paid assessments (dues). No statement is provided (by the property management company) which reflects the current year expenditures compared to the budget.

Management companies should be using association specific software. It appears they are using Mickey Mouse software, incompetent, or hiding something.

Typically the only financial information not available to owners is the names of those delinquent. The total delinquent amount should be shown, just no names attached to it.

This can vary. I have no idea what, if anything, Kansas law has to say about what records the association must provide. Florida, for example, has broad open records laws allowing owner inspection and copying of association records, with very limited exceptions. Names of delinquent owners are not one of the exceptions.
