So what happens when HOA has nothing in reserves and in debt $20,000.00? Maintenance and landscaping have left. HOA fess are going up and the water bill has not been paid and is on a extension.
Is it legal to have tenants without water?

Probably not. . . homes with water shut off can be declared condemned.

How did all this happen?

I would say that you need to rally the troops and call a special meeting. You will probably need a special assessment to catch up but the real question is why are you in such dire straits?
