Should or Could a gated HOA required all owners and their tenants to submit to the HOA proof of
valid insurance and vehicle registration if people want to park their vehicles on the street?
Asking ahead for a friend that woke up to significant front end damage to their vehicle
and the offender drove off without doing the right thing and report it.

Can they? They could make it a requirement in order to get a code/keyfob.
For legalities - check with an attorney.

Could they hand out that info to your friend if they had it - They should not without a court order.

Regarding the incidence you identify - this is not an HOA issue.

I can't even imagine how you would track this and keep it updated accurately. For me personally, thumbs down.

No. This is not a requirement to even be a member of the HOA. You can't make it one to use the facilities they pay for.

The Declarations of some of the condominium properties we manage require the owners/tenants/occupants to provide details regarding vehicles parked on the property (excepting guests): registered owner, year, make, model, color, and license plate.

We do not ask for a copy of the registration, just the completion of a simple form.

Insurance and actual proof of registration/ownership? Beyond the pale.

I also find it quite odd that they are now hiding one of their vehicles, how decidedly convenient.

This needs to be reported to the police and the insurance company. The police need to know where it's hiding.

The Police won't do Jack about a hit and run on private property, they already told me that when I filed the report yesterday.
Insurance has been called, it is all just a waiting game now. Karma will pay them back in spades.
