Does anyone’s single family HOA have a community spring clean up day where neighbors help neighbors clean up? Or maybe the HOA hires vendors to help individual residents tidy up? Pressure wash, pull weeds, make a flower bed etc. obviously can’t afford to do everyone’s house. Maybe have a sign up or raffle?

No and no.

The HOA should not hire vendors to do work on private property.

The HOA should not coordinate work parties to do work on private property.

HOA funds are not to be used for the maintenance of private property. HOA funds are for the maintenance of community property only.

I would steer clear of any HOA arranging any vendor for an owner even if the owner is paying for the services.

What you are suggesting is certainly has good intentions.

However, because you are talking private property, it's something best left to the Church or a neighbor who has gotten the property owners permission to assist.

This is not something an HOA should coordinate or spend funds on.

Side note: We are all human and may take offense if someone suggests they are not taking care of their property or starts repairing things without asking. This can cause issues.

Your declaration / CC&Rs should spell out the powers of your Board and also discuss the appropriate uses of assessment funds. You are unlikely to find an appropriate use that relates to maintaining, replacing, repairing or helping any one homeowner in a way that provides an advantage over another homeowner. That's the definition of arbitrary and capricious. As others have said, you suggest a worthy cause (helping neighbors), but you can't do it with common CIC funds,

As others have said, this would be serious overstepping since your governing documents almost certainly don't allow for use of HOA funds on private property.

And if it were allowed, it would make the HOA legally liable for any damage to private property and any injury to the workers. I'm fairly certain that the HOA's insurance does not cover such liability.

Definitely do not.
