Can anyone tell me how far a fence has to be off of the property line to NOT be considered a perimeter fence?

Following is the paragraph from the HOA regarding fencing. This is all that I have.

17. Fencing. No barbed wire or corrugated fiberglass fences shall be erected on any Lot. Colored (brown and green) chain link fencing for sports facility enclosures and dog containment shall be allowed. No fence shall exceed six (6') feet in height. Perimeter fences shall be post and rail style. All fencing shall be permanent in nature and shall be erected and maintained in conformance with fencing in the subdivision and the architecture of the dwelling. Fencing style may be altered upon approval of the Declarant.

A perimeter fence is a fence that goes around your property. However as to your question, no one can answer that, it would be in your governing documents. Most fences in HOA's do not allow a fence to extend past the back of a home, some may allow for a jut out if a home has one to extend a little further up or if there is a side door. But that answer can only come from your CCR's.

Most communities will only allow rea yards to be fenced in.

Perimeter means outer limits of an area or boundry. This would mean your lot line or property that is designated by your deed as to ownership to you.

In other words, your lot. Your archetectural guidelines are telling you what kind of fencing that you are allowed and that it's style may be altered but only with approval from the developer, B.O.D or your arc. committee.

Keep in mind that you also may have city and/or county restrictions on fence placement. They may not allow fences over 4' along sidewalks, and on corner lots there may be requirements to maintain the "vision triangle" for traffic. So besides checking your CC&Rs and getting permission from your HOA, you may also need to pull a permit from the city.

Our ACC allows fencing , aluminum picket only , and it must be set back 2 feet from property line. This allows you to maintain your fence while standing on your property, not your neighbors , or going into easements.
