We are a private community with about 500 homes on a golf course in Louisiana. We have a speeding problem. I have employed several layers of traffic calming including speed signs, speed bumps and humps, and additional stop signs. I am also a former law enforcement officer which leads the board to look to me to enforce the speed limits.
A radar unit was purchased and tickets issued but is not reducing the problem for as the only one writing tickets, I come under personal attacks and slanderous comments from residents when they violate the rules. We are starting to work with a company called Traffic Logix for automated speed enforcement. I am wondering if anyone has had any experiences with this company or any others that sell these types of services or products. It appears this type of products / service is somewhat limited. Any advise or suggestions?

You should ask them for a list of reference and check them. One question I have is whether the violations would be referred to police, BMV or the prosecutor. People may ignore a HOA fine, but if they wind up with an official summons from traffic court, it might change their tune. Ignore that and your license may end up suspended and your insurance company jacking up your insurance premiums or dropping you altogether.

Being former law enforcement, you know some people are helllbent on ignoring the rules regardless, so just continue doing what you're doing. Eventually, all the smackdowns to the wallet may have more of an impact.

In short, yes. The covenants allow the BOD to promulgate rules and assess fines for violations, this includes traffic enforcement.

I should also note my community hires off duty cops as security officers. The main purpose is for them to ticket parking violations, inoperable cars (you can't leave them on the street) and help with concerns about crimes, like porch pirating. Sometimes they act as to between when neighbors have issues with each other and one implies a beat down is imminent. If they catch speeders, they'll ticket tgem, although they primarily do drive throughs and aren't on-site 24/7.

Here's another suggestion. Once We had a professional home with a particular unit where all sorts of strange people would come through and drama would ensue. Our now retired security officer suggested we tell the local district office the officers were more than welcome to sit in our neighborhood if they needed to catch up on writing police reports - and if they happened to catch speeders in the act, feel free to stop and ticket.

That went on for about a month or two and soon the nonsense stopped (it didn't hurt That the place was being rented and the tenants got funny with the rent, so the owner kicked them out).

We are a private community. Our streets and infrastructure are our own and as such we receive no stipend or other funds from the Parish for roads and such.
That said, there are no requirements for police or other legislative endorsement or action. We hire off-duty law enforcement officers to provide additional patrol duties but they don’t issue HOA citations. Our regular security contractor provides 24/7 gate guards and video surveillance monitoring. We tried having uniformed security provide traffic enforcement but, well, you can guess how that went…..
There are a couple of really good videos regarding their service but really wanted to know what / if anyone else was using a similar service.

When I was in an HOA with private streets, we made a formal agreement with the local police station that they could enter the property to enforce all traffic and vehicular violations.

Since you hire off duty officers, I would suggest entering into this agreement and have the officers actually issue city citations for speeding, etc.

Publicize that the Association will be doing this a lot (so any complaints can be answered with - you were warned).

Great idea. We have approached the Sheriff regarding this but because we are in a Parish where the Sheriff is an elected position, he is hesitant to have his Deputies facilitate that for us. I completely understand and and quite frankly, agree with him on this matter. We just seem to be left with the other option of an automated service in where the only “Bad Guy” is the violator himself. I wish I had another option for the initial cost is pretty rich and the yearly support can add up as well. But I believe the initial number of violations will help offset the cost and as non-compliance issues reduce it should still cover the cost of the annual fees and additional administration costs.
I want to thank everyone offering suggestions and help on this topic. I am new to this site and look forward to learning a great deal from you guys experience. Again, thank you very much for everything.

I attached the form (word document) that the police department (Fairfax County, VA)provided us.
You may want to take it to the local sheriff and see if they can draft something similar that would satisfy them.

It would be less expensive then speed cameras.
