A reason I found it interesting is that it shows how different states are with respects to holding open meetings. They seem to range from Board meetings never must be open, to all board meetings (except exec. session) must be open to Owners. In NC a "portion" of board meetings must be open but don't need to be noticed.

I think I've read here that PA or NY associations must hold one open board mtg. a year. I may not recall this correctly.

Also, we can see in NC that when board meeting are open, owners can only attend part of the time.

Other than CT, this is the only other state I'm aware of that requires board meetings to adhere to Robert's Rules.

I did read the case too. But now can't get back to it to verify my above.

Iowa is an additional state that does NOT require open board meetings but does require an annual members' meeting.

Right, Bancs, there are lots of states that don't require one HOA board meetings, and that do require one members meetings. Even the title: Meeting of the Members suggests that, well it is a meeting of the owners and not some other kind.

Our docs call for at least one BOD Meeting per quarter and an Annual Meeting. We do not have to notify owners when the BOD Meeting is but must notify owners via USPS 30 days prior to the Annual Meeting along with an agenda.

That said, my BOD meets in person only about twice a year.

This kind of thing really makes me ponder the differences between Federal and State government. Wouldn’t it be easier and more efficient if everyone simply followed the same set of laws? But then I ponder what Federal HOA laws might be like - and then I feel much better about what we’ve got.
