Our President lives up North and is only here about 4 Mos out of the yr.She is getting ready to go back N. Thank god,, but she's having a meeting on useing the Clubhouse while they are gone. We the yr people here make up about 75% of the park she is telling us that we must charge for anything we do and we don't want to Charge most of us will buy what we need for the event or we will cook it at home.Why does everything we do as owners of the park have to Charge for everything. A few yrs back some of us wanted a Coffee Hour she came back and said we were stealing Electricity doing so, i thought the HOA Dues pd. for all that.

Anyway...I'm not sure what you're talking about. There no such thing as seasonal board member - some may live off site, but still serve as board members. This sounds like you're confusing that with something else.

If this is about electricity, are you referring to the clubhouse? I would think everyone would have to pay some sort of rental fee to use it and that would cover electricity. Your assessments should be paying for maintenance of the common aresr, which should include the clubhouse. The electricity is needed throughout the year to help maintain utilities, but that should be part of the budget.

Speaking of the budget, it should give you some insight on what your assessments pay for and If you still don't know, look at your documents (the bylaws and CCRs). I suspect a coffee your isn't in it. You can get together with your neighbors and have the coffee hour, bringing your own stuff, but You'll still have to pay the expenses related to the clubhouse (electricity, water for the restrooms, etc.)

Finally, this is one board member who should only have one vote - where are the rest of the board members in this? You and your neighbors outnumber them - if you don't like their decisions, you should go to meetings and discuss them. Or vote them out and vote in others.

Shelia, good answers, however it once again many owners do not nor wish to know what are in the governing documents or the Rules and Regulations or the Maintenance Service policy. This problem will never go away but answers like yours will not be what they are looking for.

Yeah, funny thing about costs - they have to be paid. HOAs usually run with very tight budgets, and everything is paid for by homeowners. There is no Magic Money Printing Machine.

It's *very* common for associations to charge people who use the facilities: water, gas, electricity, cleaning services, replacement of supplies (eg. toilet paper), sometimes even a facilities manager. These aren't free. Who do you think should pay for them: the folks who are using these things or the people who are not?

As Cathy notes, many HOAs charge residents for using the clubhouse or party room. We charge a refundable cleaning/security deposit and non-refundable use fee. Reservations are required.

We have three sets of charges: for 10 people; for 10-25 and for 25 or more. This is based on there needing to be more custodial sieve afterwards depending (usually!) on # of guests.

NormanK2, I agree with all the other posts. I also recommend that you obtain a copy of the annual budget and review it. This will help you to understand how your dues are spent and why there are charges going beyond the assessment.

If you remain unhappy with the Board, your best recourse is to run for the Board yourself, with a group of like-minded people also running. It's a lot of volunteer time that you would have to donate. You also get to take all the complaints of people who do not understand HOA budgeting.

If a Coffee Hour is open to all residents of the community, and the HOA board wants to support it, it's appropriate for the HOA to fund it if it's in the budget. Private events should trigger rental fees or any event that's not accessible for all community members.

I did run for President but here in this park 75% want nothing to do with HOA most members up only here for 4 mos and its a click and no one gets on the board that the board does not like.When i run the votes were counted in a room only the President had right to go into they said i got 23 votes that it and i have had almost 30 people tell me they voted for me, and if i was elected it would be 7 mos. before i would take office thats why a lot of people here in the park will not run because they feel thats to long to have to wait to make changes and the President get to do to much in so much time.So its sell and move or just become part of the 75% and just pay our dues and stay away from the Board.

Do you mean you ran for a board seat?

The President is an officer. In Florida, officers are normally elected by the board of directors.

Owners elect the directors.

Do you know what Florida statute applies to this "park"? Look at your HOA's Declaration to see if it mentions what statute applies.

Is this an RV park? Is it a subdivision of single family homes? Is it a condominium?

Get these things straight, and then let's talk more.
