I live in a 1st floor condo.

There serviceman said there is a leak in the pipes.
This is the water that gets heated up for the heating.

They did not find a leak in the pipes that are in my condo.

They said it must be a pipe that is underground.
The condo has no basement to get to the pipes.

I think I am responsible for the pipes, but who is responsible
for the concrete slab.

As advised on your squeaky-floor post, you need to read your CC&Rs to see who's responsible for the hot water pipe. If the leaky hot water pipe serves other units, and not just yours, the HOA most likely is responsible. It is the HOA's problem to figure out how to get access to it, not yours.

Look in your CC&Rs table of contents for an article called maintenance obligations or responsibilities to get the accurate answer.

Don't you have a property manager who can answer your question? None of here can read your CC&Rs.
