Our condo association is responsible for replacing drywall and there is asbestos in the drywall. Is the Association responsible for the cost of asbestos when they replace the drywall?

I suspect that the short answer would be yes for the affected replacement area (damaged area).
No for any undamaged area (which is why I expect the drywall is being replaced).

Again, lots of unknowns prevents a really good answer.

Why is the drywall being replaced (damaged or just because you want it done)?

There is probably legislation somewhere (FL and federal) regarding replacement of anything with asbestos in it, and the association would have to comply with that. Usually this will involve hiring professional asbestos mitigation teams at a minimum. Even if someone were tempted to take shortcuts and try to hire cheap labor, the association's insurer would have something to say since the liability could be painful.

So, long story short, if the association is responsible for maintaining and replacing the drywall, they will have to deal with the asbestos. Having been through something like this at a previous workplace, I can tell you that it's a major pain in the keister while the work is going on.

Why is it being removed? Asbestos is not dangerous until disturbed. Once it becomes dust and airborne is the issue. The HOA would have to hire a company that specializes in the removal. That company wears special gear and wraps it up in plastic for special disposal.

So do not go knocking down walls until the specialist are called in.
