I received a email stating my balance on January 5, the special assessment vote was counted on Jan 10th.how is this possible and what does this mean?

Could be a clerical error, could be something else not as simple.

No one here has any ability to look into the billing systems and processes of your Association, or why you were assessed prior to the vote.

I suggest you send a note to the Property Manager requesting an explanation.

I do not get what your asking. You got a copy of your account balance. They then voted for a special assessment 5 days later. How does that effect your balance statement? That is a statement. A special assessment is a bill.

Is the special assessment due at the end of January? Is it for something that has to be paid for by January? If so, then they may have put it on the accounts since it was going to pass. If it did not pass, then they may take it off for February.

Maybe the statement shouldn't have been sent when it was but since it passed what is your point?

In California, 30 days notice is required prior to implementing a dues increases or special assessment.

Maybe I'm wrong, but as I see it those special assessment figure should not be written on anyone's account or show on any books or anything until passed.that is common sense accounting.
