In VA is there a section of the HOA law that explicitly requires each HOA to have a set of election rules? Is there a list of items that must be addressed in the rules?

Check the VA Non-stock corporation act.

If it's not there, and I expect that you already checked the HOA statutes, then the answer would be no - except for what your governing documents say.

Thank you. I did try to check, but don't trust my research skills. Yes, we do have some stipulations in the Bylaws. No timeline or details of who starts the process (i.e., directors or committee).

For a timeline - go through the notice requirements.

You will need to verify this info, but the last time I did it for our VA association, which was several years ago, we had the following (board met monthly):

meeting minus 90 days
Establish nominating committee (we named the board a committee of the whole)

Meeting minus 60 days
Contact meeting place to schedule (we used the local school - it was free, good parking, etc)
Establish Agenda for Annual Meeting

Meeting minus 30 days
Send Notice for Annual Meeting
Notice with Place/Date/Time
Proxy Form
Any Attachments
Formalize Annual Meeting:
Agenda
Prepare Reports:
Presidential
Treasurer:
Income & Expense Report
Budget
Recommendation for next years Assessment amount
Website Committee
Architectural Committee
Ballots

1 or 2 weeks prior to meeting

Assign Election Officials (typically bookkeeper & secretary)
Print Documents for Annual meeting
Hold Annual Meeting
Elections
