I'm looking for input on how most condos handle time limits for guest parking.

Our master association owns the roads in our three condo sub-associations. Along those roads there are guest parking spaces that we also own and control per our CC&Rs and our rules.

Each condo has either a one or two stall garage plus a driveway long enough to park one (one-car garage) or two (two-car garage) cars. In theory the extra parking is just for guests. Our rules state:

13.2 Designated parking areas on the Property include those designated marked spaces at the "xxxx" Clubhouse parking lot, the Main Clubhouse parking lot, and off-street parking spaces marked “guest” or “visitor”. Parking in such designated areas shall only be allowed during the hours of 6:00 a.m. to 12:30 a.m. without a permit except for recreational vehicles (RV’s), boats, and boats and trailers which require a parking permit at all times. If the vehicles require parking from 12:30 a.m. to 6:00 a.m. or on an overnight basis, a parking permit issued from the Office is required.
13.2.1 Parking permits for vehicles must be obtained from the Master Association Office, completed and placed in the front windshield on the driver’s side facing out during the entire period for which the permit is issued. Such permits are temporary and only allow parking in "xxxx" Guest Spots, the "xxxx" Clubhouse parking lot, or the Main Clubhouse parking lot.

Note that it says "such permits are temporary".

It turns out that the master office has been issuing permits to people for 7 days and then renewing them every week as long as they come to the office to get a new one. So in effect, one owner is using one of the guest spots as a new permanent parking spot. Other residents are very unhappy and I was approached by the president of one of the sub-associations.

During season (now - March) those parking spots are at a premium.

Just wondering what time limitations other condos put on their guest spaces. The board (I'm president) needs to rethink these rules. We need to allow some overnight parking since it's not allowed on any street for safety reasons (roads are too narrow for emergency vehicles at night).

My cousin's condo community requires cars to be moved once every 24 hours or so. If you leave to go to work and return that evening, you're ok until the next evening. That's just an example and I think visitors get the brunt of the enforcement because space is limited and They don't live there anyway.

We don't have many guest spots in our community - it's first come, first served, but usually there's some room on the street. It becomes a problem if people park on the grass or a small roundabout near my home - the street in that area is very narrow and sometimes people have to go the other way to get out, possibly running into oncoming traffic.

If this is guest parking, you can modify the guest parking rules in some way, preventing weekly passes for, say two consecutive weeks. If the people with multiple cars squawk, they'll have to find a way to fit those cars in the driveway and garages they have access to. They knew the situation when they moved in...

We have 15 Visitor Parking spaces in our underground garage of our 220+ unit condo building. Residents and staff may not park in these spaces. Residents have parking stickers for their own deeded spaces so are identified that way.

Visitors may park in V.P. for three days, which is noted on their windshield pass. The PM does extend these for guests who stay longer which does happen form time to time.

The master board must instruct the PM to stop meeting owners hoard these spaces.

Having been in a town home development, we had similar issues on parking - simply not enough spaces.

Rather then trying to police the very few guest spots, we simply let it be on a first come first served basis.

Was it abused by some? Yes.

It sounds like you have a good solution - permits.
It also sounds like the member found a loophole.

Change the rules - permits can only be reissued once a month for example.
