IM in Florida and there's 28 units/townhomes...is it a must to have 3 bids for any assessment's ? everytime our Board request a vote for an assessment ..they never have any bids at all..per the president of the board stated it dont state its necessary for any bid in our by-laws.

Check the Fla statutes for condos. Fla. Chpt. 720 (for HOAs) says if the expected cost exceedes 10% percent of the annual budget competitive quotes must be obtained BUT it does not specify 3. There are some exceptions including: mgmt. co., landscaping, etc.

I am not sure what you are refering to. Bids for assessments does not make sense to me. Bids are required by Florida Statute 720 if the service is more than 10% of your operating budget. But a good association gets bids for any services to the community. We require 3 sealed bids for large cost services.
Now, assessments are different. These can be 1 time special funds required of the members (owners) to pay for some item or items, above and beyond what you have budget funds to cover.

Thank you DonnaS : my concern is with our homeowners association board and management never shows any bids..for example they want to do some repairs and painting outside of the 28 units....the management gave an estamate of what they assume would cost, other then getting any bids for the work performance. I have told them wheres bids....I want to see bids before sending out proxys to the homeowners.

As a trustee voting on work needing to be done in our community I think we should require sealed bids. It seems to me that when major work needs to be done our PM gets companies and then submits their estimates for approval.
We live in an area of MA that has local companies that should be explored. Management always seems to get companies they are use to and pricey and ? connected. Because PM works for us should'nt we be able to demand sealed bids? so we can decide which company should do the work.

Yes, as PM works for you, you should be able to set your rules and get whatever you want...unless you gave them away in the contract you have with PM. And yes, PMs often contract with vendors they know, often leading to not the best price or services.
