Is a notice supposed to be sent to homeowners when major maintenance and repairs occur?

Maintenance is one thing and repairs are totally different.What kind of major repair? An individual home, common area, all of the homes, streets? Give us more info please.

Was it included in the budget or something that just popped up? If it is part of what has been already approved in your yearly budget, then I say "NO", the members need not be notified as they already had been made aware of the expense thru the approved yearly budget.

Painting, priming and caulking. It costs about 180,000K. Do members should receive notice on the cost?

The maintenance that you mentioned would be included in the annual budget--normally. Were these? And NO, you would not get notice of this normal maintenance work UNLESS it was just done without being budgeted.

If your HOA had their own website this would be a non-issue. Email cools alot of heels. (community123.com) Best thing we did for our 140 homes.
