This is a rather difficult question to ask. If, in a condo complex, the BOD disseminates informatin, etc, who should they disseminate it to? The owner (who may be ini Chicago) or the renter? If it is disseminated to the owner(s) who might be in Chicago or elsewhere, how is it expected that the renter of his unit(s) be responsible for action(s) stipulated by the BOD? It is even possible that the owner (in another area) might bes totally interested in rent and nothing else. He/she might might have thrown away or not read the CC&Rs due to a general lack kof interest. In the meantime, the renter(s) do anything they want. Also, and in the same context, if (just for an example) the key system to the Recreation room has ben chnged. Who is the key to be given to? the owner of the condo in another area or to the renter? Sorry for this rambling on but I see this problem(assuming it is a problem) as rather complex and yet so simple.

Jim, the owner is always the one to whom the HOA provides these items. But you can also provide these to the renter; in fact I recommend it.
