I have one homeowner who wants to build a pool and possible enclosement of her back
patio. Does she need to supply the HOA blueprint plans? We are in Phoenix, Az. and
this property has single family homes.

Do your by-laws or deed restrictions establish an Architectural Committee that is supposed to approve things like decks, fences, swimming pools?

Ours approves in-ground pools for placement (our CC&Rs establish various set-backs, etc) but our Architectural Guidelines for in-ground pools allow us to request the permit numbers the homeowner must have to build an in-ground pool (such as electrical permit, etc.) and our CC&Rs require that lots with pools must have privacy fences and the gates must be self-closing/latching gates. So the homeowner will also submit approval plans for that.

Generally, a drawing of some kind showing relative placement of all those things on the lot, indicating measurements, etc., is part of the packet that is submitted for approval.

I am to assume that you are located withing a Home Owners Association developement? You will need to check your governing CC&Rs to see if any additions, including a pool, are allowed. Do you have an Architectural review by the Board or a committee? If you do, then the homeowner will have to follow those guidelines for approval before the first shovel of dirt is moved. She will need to submit plans, list of contractors and specifications to the association before she starts getting her permits to construct from your County. This all takes some time so do not let her or anyone take shortcuts. If that happens, then a very bad precident is established and the Association looses control of your addition and building requirements.

I would have her submit plans, drawings, plot survey, and even building permits per the codes of your County. The above information will have the board come to an educated decision in the approval/denial of the pool.
