We need 70 members to attend a meeting to meet a quorum. At best we can get about 54 members. Can proxies be used to meet a quorum for a regular meeting of a HOA. And if so, how is it presented without it being considered solicitation to the membership?

Read your documents to see if there's anything addressing proxies and how and when they should be used. The type of meeting may also be a factor - for example, If this is a special meeting to discuss a special assessment, you may need to have everyone there.

Whether you can use proxies or not you need to do what you can to increase turnout. That may mean rescheduling the meeting or make it available through conference call and/or something like Zoom. And pound the pavements - talk to your neighbors face to face and make your case for attending.
